The SNAP Gap

Challenge
For Rutgers Cooperative Extension, in collaboration with the New Jersey Office of the Food Security Advocate, we conducted an exploratory study with New Jersey parents and guardians whose children qualify for SNAP to better understand why these families are not enrolled in food assistance programs- the SNAP Gap.
Approach
This exploratory research investigated the relationship between SNAP and schools meals by collecting voices of residents with lived experience through focus groups. Our lead analysts facilitated in-person qualitative sessions with parents of students at elementary, middle, and high schools who qualify for reduced or free meals. Groups were conducted in several counties across New Jersey (in North, Middle, and South Jersey) in English and Spanish. We also conducted in-depth interviews with County administrators responsible for food assistance programs in the counties to learn about ways schools can support their efforts.
Outcome
Findings from this study were incorporated into a report prepared by Rutgers and presented to the State of New Jersey. A series of recommendations for next steps was developed, including those that promoted information dissemination in respectful, confidential ways to ensure signing up for the program is stigma-free and improving customer service at county offices.
